Sixty seconds into the dark: Mira takes an urgent call beside the sealed control-room door
Scene 01

Sixty seconds into the dark

The whole city drops into darkness at once. Inside the sealed control room, red emergency strips hum to life. Mira, your deputy, locks the blast door and turns to you: two separate authorities are already calling with orders that contradict.

Two orders, one grid: Leo's voice fills the speakers, cold and certain: route every watt to the financial towers, immediately, on his authority alone. Yet the hospital district is going dark on your other screen, and no one there is even calling.
Scene 02

Two orders, one grid

Leo's voice fills the speakers, cold and certain: route every watt to the financial towers, immediately, on his authority alone. Yet the hospital district is going dark on your other screen, and no one there is even calling.

A map is not a moral answer: Mira overlays the load map with the remaining reserve. The hospital's backup batteries have a measured limit; the residential blocks also include lifts and home oxygen units. The financial towers hold records used by several city services, but no verified emergency depends on restoring them this minute. A colored map cannot decide whose risk counts.
